A number of countries have already allocated resources to activities relating to climate change adaptation. Below are country-specific examples, which include information on the extent to which the relevant country has begun adapting to climate change and links to relevant web pages:
Finland published its
“National Strategy for Adaptation to Climate Change” as early as in 2005. A number of sector-specific reports under the auspices of
FINADAPT were released around the same time. Finland has established a Coordination Group for Adaptation to Climate Change, wich has
evaluated the Implemtation of the Finnish Climate Change Adaptation StrategyIn
Norway the
Directorate for Civil Protection and Emergency Planning has published a
national climate change adaptation strategy (not available in English). On 23 March 2009 Norway launched its climate change adaptation portal,
www.klimatilpasning.no.
NOU Klimatilpasning, a committee set up by the Norwegian government to clarify Norway’s vulnerability and need for adaptation to climate change, instigated the preparation of a number of reports. The preliminary version of the report “
Klima i Norge 2100” (climate in Norway in 2100, not available in English) describes the vulnerability of Norwegian society to future climate change and needs for adaptation. The report is expected in a final version in 2010. In August 2009 the report entitled “
Konsekvenser av klimaendringer, tilpasning og sårbarhet i Norge” (consequences of climate change, adaptation and vulnerability in Norway, not available in English) was released. The report is authored by amongst others CICERO, Center for International Climate and Environmental Research - Oslo.
The Norwegian climate change adaptation programme has now published
a guide to climate change adaptation, which has been translated into English.
Adapting to extreme weather in municipalities is established to give a common information base for the municipalities in their work on climate change adaptation.
In 2007
Sweden published the report “
Sverige inför klimatförandringarna - hot och möjligheder” (Sweden facing climate change - threats and possibilities, not available in English). The report was prepared by a group of government officials. The Swedish meteorological and hydrological institute SMHI runs a
climate change adaptation portal (not available in English). In 2008 the Swedish government implemented a climate and energy policy entitled “
En sammanhållen klimat- och energipolitik” (a cohesive climate and energy policy, not available in English), which includes a section on climate change adaptation.
In 2007, the
Netherlands released a national climate adaptation strategy, of which a
summary and timetablefor future work are available in English. Furthermore, in 2006 the report “
Climate Adaptation in the Netherlands” was prepared. In 2008 the Delta Committee, a committee on sustainable coastal development and protection against climate change, presented its
advice to the Dutch government.
In
Germany the federal government adopted a“
German Strategy for Adaptation to Climate Change” in December 2008. The Federal Environment Agency (Umweltbundesamt) has launched an extensive communication effort including a knowledge centre named KomPass, on climate change impacts and adaptation, with an associated
web portal on climate change(not available in English). A series of
fact sheets (not available in English) on the consequences of climate change in relevant sectors is available on the web portal. The Federal Environment Agency published the report "
Adaptation is necessary" in 2008 and has also published a leaflet on
Germany’s climate adaptation strategy. In August 2011 the Germen government adopted the
Adaptation Action Plan to support the German Strategy for Adaptation to Climate Change. The Adaption Action Plan is only written in German, but the
press release is also written in English.
In the
United Kingdom,
the UK Climate Impacts Programme,UKCIP, was established in 1997 with a view to carrying out investigations into the effects of climate change and suggesting possible adaptation measures. UKCIP are behind the development of a number of tools, for example an
Adaptation Wizard which guides you through a number of steps in order to find where you are vulnerable to climate change and how you can act. In July 2008 the UK released the report “
Adapting to climate change in England”, which sums up the government’s programme for climate change adaptation, and in 2009 new climate scenarios were published in “
UK Climate Projections, June 2009”. In 2010 The Adaptation Sub-Committee have published the report
How well prepared is the UK for climate change? which provides the first national assessment of how well prepared the UK is to cope with the impacts of climate change through adopting measures to adapt to climate change. The Joint Nature Conservation Committee has published the booklet "
Biodiversity and Climate Change - a summary of impacts in the UK"
London´s climate change adaptation strategy –
“Managing risks and increasing resilience” - has been published. It describes the actions needed to help manage extreme weather today and the impacts of longer-term climate change in the future.
The UKCIP report
"Making progress", from 2011, brings together the experience, knowledge and insight gleaned from almost 15 years of working on adaptation.
Since 2004,
Spain has worked on defining a set of policies to tackle climate change. In 2006, a Spanish climate adaptation strategy, “
PNACC, The Spanish National Climate Change Adaptation Plan”, was adopted.
In
France, in 2007, the national observatory for the effects of global warming (Observatoire National sur les Effets du Réchauffement Climatique) prepared a strategy for climate change adaptation, “
Stratégie nationale d'adaptation au changement climatique” (not available in English). In June 2010 a new climate adaptation plan (in French only) is published "
Plan Adaptation Climat", which contains 202 new recommendations.
In the
United States of America, the National Oceanic and Atmospheric Administration has launched a new climate portal
NOAA Climate Portal Services (NCS Portal). The portal will provide climate data, products and services for all users to improve decision-making across all sectors of society facing impacts from climate change. In 2010 a progress report by the Interagency Climate Change Adaptation Task Force called "
Recommended Actions in Support of a National Climate Change Adaptation Strategy" where published.
The report assesses what the US Federal Government is doing to adapt to climate change. It outlines a set of guiding principles, strategic priorities, and near-term actions that are intended to: (1) further focus and strengthen the US Federal Government’s efforts on climate change adaptation; and (2) promote greater coordination and collaboration among stakeholders within and outside the Government to advance a national climate change adaptation strategy.
At common European level, the European Environment Agency, EEA, has
a web site on climate change adaptation.
